According to the website The Daily Beast, Fairbanks, Alaska has an average daily temperature during the winter just below 0. They also have snow 38% of their winter days. That leads them to the #1 spot on the list of Americas 25 coldest cities.

Other states with entries include Iowa, Minnesota, Montana, North and South Dakota, Vermont, Idaho and Colorado.

Wyoming cities also make an appearance with Laramie highest on the list at #7 with an average winter temperature right at 19 degrees. Casper and Rock Springs are also on that list at #19 and #20 respectively. All of these rankings are from temperatures gathered in 2009 and I am guessing, with the beginning of this winter time season, we could see more Wyoming cities making an appearance in the future.
