Cheyenne Mayor Drops Bombshell at Council Meeting
Cheyenne Mayor Marion Orr took City Council members by surprise Monday night, when she notified them she would not be signing the ordinance creating the Civic Center Commons Project Oversight Team.
"I object to the creation, by ordinance, of a team designed to handle duties which are already the responsibility of existing City departments," said Orr.
"It doesn't change the fact that the ordinance goes into law," said Council President Dicky Shanor. "It was really just kind of an unnecessary poke in the eye."
The council approved the ordinance by an 8 to 2 vote on April 10, but not until substantive changes were made requiring a full substitute.
"Members of the council, as well as myself, received the change less than an hour before the meeting," said Orr. "Members of the public had zero prior notice."
"I believe this is poor governing and I hope that together we can ensure this does not happen again," she added.
"What's upsetting is that I've really been trying to build a more collaborative tone with the administration and the council on this drainage issue that we face and this is just a step backwards," said Shanor.
"I just hope that we can stop the sort of tit-for-tat, back-and-forth and just get to work," he added.
