A Rocky Mountain Power substation that failed early Sunday morning lit up the skies around the Casper area. At the same time a cold front had left a deck of clouds that allowed the flashes of light, produced by the arcing electricity, to be seen from over 100 miles away. According to RMP power over 8500 customers were affected at some time on Sunday and now power has been restored to all Casper customers at this time.
